UNDP-Iraq through implementing partners, is executing a programme for the reconstruction and recovery of Iraq Infrastructure and restoration of social services in multiple sectors including Electricity, Transportation, Water & Sanitation, Health etc. Under this Programme the Economic Recovery and Poverty Alleviation Pillar (ERPAP) has undertaken implementation of several WatSan sector projects in Iraq.
UNDP is planning to engage services of a Civil Engineer to assist the ERPAP Area Based Development & Local Services Delivery sub cluster to provide support to the ongoing Water and Sanitation Master Planning and Capacity Building Programme.
The Civil Engineer will act under the authority of the UNDP Iraq Country Director, the overall supervision of Head, ERPA and will be directly supervised by the Programme Manager of the Area Based Development & Delivery of Local Services Sub-Pillar.
The Water and Sanitation Master Planning and Capacity Building Programme is a joint programme implemented by UNDP, UNICEF, UN-Habitat and WHO. The overall outcome of the programme is to improve access to water, waste water and solid waste services. The programme further contributes to improving living conditions in Suleimanyah, Anbar and Thi-Qar governorates by supporting local authorities in planning, managing and sustaining existing water sanitation services.
Under the programme, three master plans for Suleimanyah, Anbar and Thi-Qar governorates will be formulated in partnership with relevant ministries, directorates and governorates in respect to WATSAN and Solid Management. UNDP will engage Technical Assistance Contractor(s) to develop the three master plans through international competitive bidding process. The Civil engineer will be required to administer the procurement process, including the evaluation of proposals and awarding of the contract(s) according to UNDP procurement rules and regulations in close collaboration with the UNDP operations unit and technical teams.
Duties and Responsibilities
The Civil Engineer will be directly responsible for successfully completing the assigned tasks independently within the allotted time frames.
She / He will carry out the respective tasks in active and close co-ordination with the respective Project team and the UNDP operations unit. Such work shall include close coordination with the Contractors and UNDP National and International Consulting Engineers assigned to respective Projects as well as with the officials from the related ministries and governorates in Iraq.
The Civil Engineer is responsible to ensure such tasks are carried out in accordance with the UNDP project documents, Conditions of Contracts, technical specifications, applicable international standards, standard project management procedures.
Upon completion of the respective tasks, he / she will be required to report the final outcomes, issues and any necessary follow-up action for the approval of the Programme Manager ABDLSD.
Task No. 1: WatSan Master Plan and Capacity Building in three Governorates: Anbar, Sulaimaniyah and Thi-Qar Project
Status : Under bidding
Contracts : expected three International Consulting Engineers Contracts (one contract per each governorate)
Tasks: Administration of the project mentioned above. The tasks include;
Technical and financial evaluation of the submitted bids for the development of WatSan Master Plan and Capacity Building in Al Anbar Governorate in accordance with the terms of the request of proposals
Technical and financial evaluation of the submitted bids for the development of WatSan Master Plan and Capacity Building in Sulaimaniyah Governorate in accordance with the terms of the request of proposals
Technical and financial evaluation of the submitted bids for the development of WatSan Master Plan and Capacity Building in Thi-Qar Governorate in accordance with the terms of the request of proposal
Preparations of the required approvals and submission towards the contract award (CAP and ACP submission) for the above mentioned three contracts (one per each governorate)
Preparation of technical specifications for the supplies included in the project document and as per the requirement of the Iraqi counterparts such as water tankers, sewage tankers and jetting vehicles
Liaison with related ministries, governorates and other project stakeholders.
Participate in negotiations with the consultants after the financial evaluation
Expected outputs:
Completion of the Contracts awards. The related outputs, will inter alia include:
Three Technical and Financial Evaluation reports for the above mentioned biddings
Set of technical specifications for the required supplies/equipment: water tankers, sewage tankers and jetting vehicles
CAP and ACP submission documents
Period:
Three (3) months
Note: Allotted time may be extended based on actual progress of implementation

Required Skills and Experience
Education and professional qualifications: master degree or equivalent in Civil Engineering
Experience required: Minimum 5 years experience in implementation of WatSan projects and with specific experience in procurement and contracts management aspects.
Experience in implementation of WatSan projects is essential.
Proven experience in administering large procurement contracts according to UN rules and procedures.
Strong reporting skills.
UN Experience: Previous experience with UNDP, WHO or other UN organizations will be would be an added advantage.
Language Requirements: The candidate shall be fluent in the English and Arabic languages with excellent writing abilities
